It sounds like a New York producer trying to get a Chicago sound. The instrumentation sounds like a New York orchestra trying to make a "Chicago Record". But, it doesn't have the feeling of inspired originality. It's a nice sound, but doesn't do for me what a well-crafted Carl Davis or Curtis Mayfield production does.
