Is this a re-relased of his from the vault unreleased material ? If so why the new cover ?

There appears to be 3 different covers for this collection, but only 2 different track lineups. This is the second one:

The first edition only had the first 16 tracks. The second "Lost and Found" addition added 9 tracks plus an interview with MPG.

I think the other variant cover is the same as the first edition.

The release on Motown 530-319-2 came with 2 different CD designs. The first was a white CD and was issued as part of the 4-CD box set issued on Motown 530-320 that included "Trouble Man", "Let's Get It On", "I Want You" and "Love Starved Heart". The second disc [[black) appeared when the CD, "Love Starved Heart" was reissued as a single CD on 530-319 a couple of years later.
