Ah! But, how's vinyl doing compared to digital files? That's the one thing the article does not really mention.

Here in the UK there has been a thriving business in 'limited edition' 7" singles [[soul, pop, etc) for a number of years now.
The 'pressing plant' capacity did shrink from the old days of mass consumption but has been steady here for around 5 years.
People I know here that put out specialist soul 45's to meet the needs of British soul single collectors have been having real problems getting their records pressed up in recent months.
A 45 featuring 2 Otis Williams [[the Charms guy, not the Temptation) 70's tracks was ordered from the main UK pressing plant in mid December [[delivery of the finished items usually follows about 2 weeks after the order goes in). This particular 45 got mixed up in the pre-Xmas burst of orders & is only actually back & ready for sale from tomorrow [[about a 12 week wait as opposed to the usual 2 week delivery time).

As a collector who is interested in the more technical things, I wonder what sources are being used to cut these 45s.

RE: the sources used when new UK 45's of old tracks are issued ..... well it all depends.
Some outings are dubbed off old [[& rare) US 45's but for the stuff that is previously unissued, it can be old acetates [[not the best of media to work from) or from 'rescued' master tapes.
The Otis Williams cuts [[& the other planned outings that originate from Kent Washburn and his mid 70's St Louis cut material) it will all be taken from 'rescued' master tapes. Some of these were completed back in the day [[examples that should be out in the near future including tracks from Fontella Bass, the Hypnotics, Marcus Kelly, etc) but others need new string sections adding plus a final remix before Kent will be happy for them to escape [[two Charles Drain tracks falling into this category).

For stuff that has to be dubbed from vinyl or acetates, I hope they carefully restore the sound, you know, remove the pops and clicks, and surface noise, before cutting new lacquers. Yes, it can be done without adversely affecting the music. There's no need to transfer all that noise to a new master.
