when you are first starting a new thread you'll see at the bottom "additional options"

the last one being a box to check for creating a poll. you check that box and continue from there.
I'm guessing nowadays most people use their phones to participate here , a good number anyway, so it's disappointing to see that votes can't be made from the phone.
