I doubt it. At least not in California. Maybe he could go to Haiti or somewhere where there is a need but a shortage of doctors.

I'd be a little surprised. He really was "Doctor Shopped" and he participated willingly and the Medical Boards don't like that. But in the USA, it's a free for all and he might be able to qualify in some state like Nevada or Florida; it also might cause a huge media blowout.
