Starting at the 1:34 Mark the tops say EVEN IN THE WINTER TIME SHE WEARS A SMILE OF BRIGHT SUNSHINE then I can't make out Levi 's part at the 1:44 mark. Any thoughts? Great song.

After seeing your question and playing it a bunch, I think he says "Olvera Street in Chinatown, Angels Flight, let's take a ride." I can't tell for sure if that's what street name he says, but I did research and found out there's an Olvera Street in that area and Angels Flight is the name of a railway in L.A.

I just googled streets in Chinatown in late and saw the one you mentioned then I saw Alameda street. It's better these two. I keep hearing both now.
While we're on Four Tops' lyric questions, I have one for "I'll Never Change"...
At the 2:05 mark Levi sings something like:
"I'm like a ship who's anchored there
To the bottom of love, deep, beware"
But I just can't get that last bit...!!
Help would be greatly appreciated
Here's the song as well
I agree, although it sounds to me as if Levi sings 'Olvero' rather than 'Olvera' Street.
The connection is that both figure prominently in the rich history of L.A. as shown by the links below:
