He was a Syrian refugee, who was denied asylum in Germany.
That is what the reports say at this present time. That may well change in the future when more information is available.
Even though he was refused asylum, he was permitted to stay in Germany temporarily. That was a kind gesture on the part of Germany don't you think?
Initial reports in the UK suggest he carried out the attack because he was refused entry to a music festival. And he was refused entry because he didn't have a ticket. If he had got into the festival with a bomb in his backpack, I shudder to think of the number of deaths.
