It's satire. Jon Stewart plays a reasonable minded news anchor on The Daily Show and he announced a rally to restore sanity. Stephen Colbert plays a frothing at the mouth right wing pundit on The Daily Show and announced he was going to hold a rally to "restore fear" at the same time as the sanity rally. Hence the title of the "rally".
